The Irish Capital Feline Foundation (ICFF) is a volunteer‑run foundation dedicated to improving the lives of community cats through humane TNR (Trap–Neuter–Return). While our primary mission is TNR, we also provide foster care for kittens and adoptable cats who enter our traps and cannot safely return to their outdoor environment.

Our Mission
Provide resources, education, and programs needed to eliminate the overpopulation of stray and feral cats in O’Neill, Emmet, and Page.
Our Vision
To build a community that humanely manages feral and stray cats. O’Neill currently does not have any programs to help people in need of feline veterinary care and discounts are rare. The environmental impact of outdoor cats is a globally recognized threat to biodiversity, and outdoor cats have been credited with the extinction of at least 63 species of birds, mammals, and reptiles in the wild. Our Goal
Continue to support and fund our Trap–Neuter–Return program. In the future, we aim to create a spay and neuter program that offers financial assistance for feline vaccines, spay, and neuter for low-income families.

Our Roots in TNR
Our foundation began with a simple but essential goal: reduce the overpopulation and suffering of outdoor and feral cats through humane Trap–Neuter–Return. By trapping adult community cats, having them spayed or neutered, vaccinated, and then safely returned, we help stabilize colonies and improve their overall health.

When Kittens Are Found in Traps
During our TNR work, we often encounter kittens — some too young, too at‑risk, or too friendly to be returned outdoors. For these kittens, we step in to provide:
- Foster care
- Socialization
- Veterinary support
- Placement into safe, loving, indoor homes
We do not operate a physical shelter. Every adoptable kitten or cat goes into a foster home first, where they can decompress, socialize, and receive proper care. Fill out the application here if you are interested in becoming a foster.
Our Partnership With Shamrock Veterinary Clinic
ICFF partners with Shamrock Vet Clinic for spay/neuter and rabies services. Adopters receive a voucher for these procedures when they adopt through us. If an adopter uses a different veterinarian, proof of spay/neuter and rabies vaccination must be provided within the required timeframe.
Why We Do It
Every outdoor cat deserves dignity. Every kitten found in a trap deserves a chance at a safe indoor life. By focusing on TNR first and providing foster care only when necessary, we address both the root cause and the immediate needs created by feline overpopulation.
